preventing rust on forged stainless steel

Giusseppe,
I've had difficulty with a couple of my non-forged seaside stainless railings flecking with rust (even after polishing with new scotchbrite discs a couple of times).
Must I use 316 all the time for this environment ?
And if there are forged stainless pieces,what's the protocol to keep rust from occurring. I am doing a final heat on each piece to dull red and water quenching,and this helped considerably ,but is there more I can do ?

electropolish every time

You really need to electropolish ....particularly near the sea .....this gets rid of ferrous and ferric impurities and prepares the surface for better weathering

304 or 316 are fine.
