I have seen and worked on kinetic sculpture with ceramic bearings. They did not hold up in an outdoor environment. Also, standard sealed bearings rusted. My research found stainless steel sealed bearings. Not knowing your application can make it difficult to offer good advice. What you mentioned made me think about weathervanes.
