Hi Chuck,
To answer your question the fence was sand blasted then primer under coat then two pact top coat paint. I have tried powder coating many things and have found outside work needs a better quality longer lasting finish than what powder coating can offer. This all to do with removing the mill scale where rust hides before applying any sort of paint.
I like the shadows from the fence in the photo after this one myself and thanks for the kind words.
