The first thing you need to decide is what metal. This will then enable us more on what techniques you need to use. Since you sound like you know how to weld, then you may want to go with something like 18 gage sheet metal. Then from there you can hammer out different sections of the fingers etc. and weld together, either TIG, MIG or O/A depending on your preference. If the shape is not exact you can always hammer in the high spots and build up the low spots and grind and sand to give the little detail you want.
