These questions need to start with a statement of what the problem is. Problems can be caused by dirty material, Inadequate purge proceedures, Difference between materials. Tubing and tube fitting should already be deoxidized copper which is good, Flat and bar stock very likely will not be . This is not good. Oxygen or Hydogen contamination causes real problems. Most copper joining is brazing not welding. At one time low temperature cryogenic equipment was mostly made in Europe (Germany And France) from copper. This was often gas torch welded with copper filler metals -- service pressures were up to about 3000 psig. In the 50-60's this changed over to SS and Aluminum.
