Clear Powder Coat and Corrosion Problems.

I have been using a clear powder coat to protect my metal art from corrosion for about 1 year. All seemed well until recently. The art is highly polished and very succeptable to moisture. The company which applies this coating for me made many claims puporting that it was intended to withstand extreme outdoor conditions. Lately I have began to notice signs of corrosion in various items. Particularly those which have been stored in slightly humid area.

Any suggestions as to how small rust areas would develop under a suposedly impenetrable finish such as powder coat? Also this particular finish was designed as a UV inhibitor to keep varigated or veined bi-color textures from fading under sunlight, could it not be suitable for use without its undercoat? Is anyone aware of a brand of clear powder coat which is specifically designed to protect polished steel?

Any suggestions would be appreciated as the powdercoaters have been unable to provide any additional information.
