Cutoff saws, bandsaws, torches for steel

I need an efficient way to produce smooth cuts on steel (tubing and keystock up to 1/2 inch) without spending a fortune. I've used a Chinese made bandsaw with good results, but it's not mine and the company no longer distributes them. I'm thinking of getting an abrasive cutoff saw, but wonder about noise and safety. I don't want to use my oxyacetylene torch because of the lack of precision and need to grind down for welding. I'll be grateful for any advice.
