I have had the same sort of needs many times when throwing together an armature for a sculpture, and wanting to either permanently or temporarily hold it down to a base while working on it. Especially when it is odd sized, old rusty, junk rebar, or old piping, or such...

Solution has been to simply weld another bolt or lag screw end onto it. This if done well and even ground down (though not a need here) makes for a near invisible connection.

Another system has been to weld a short piece of pipe onto it and leave several inches inside it open. Then weld on a nut to the bottom of the pipe section and use a bolt to hold the rebar down... this makes it so the bolt when removed allows the whole to sit flush again.

OR

to simply insert a bolt into the pipe and spot weld it in permanently...

Make your choice per needs.

The alternative of threading a section of rebar gets too difficult and silly to even approach since it is a hardened steel outside and a knurled surface that would chip and break any dies I am familiar with... I would'nt try that even if I could heat and take the temper out first, and grind it to a smooth cylinder

end before risking the life of the tapping die.
