What you are describing is an arc furnace. They melt just as you outlined, with an electric arc between two large electrodes. Takes a lot of juice. A friend of mine built one and dimmed all the lights in the neighborhood! They work fast, though. Don't know much about them myself but I think there used to be a Lindsay book on building one.
