Copper Tig Welding

Am experiencing problems with tig welding copper. Got in on the "return" end of the project with a client dissatisfied with pinholes in the joint welds. Dealing with 3/4 inch X 2 inch solid copper bar. Gouged out weld to 3/16 inch depth and re-tigged using electrical #10 wire, preheat, and argon gas. Still getting the "bubbles" in the molten bead and pinholes after sanding. Brushed clear finish. Any suggestions??
