Pexto Stakes

I found this little gem in the garage of one of the properties I just bought. I actually put the base out in the trash for the scrappers (not knowing what it was). Then found the tools to go with it, ran back outside and hid my little find. What do you think, my husband thinks it's a Pexto stake set. Any knowledge and any advice on how to clean it up?
